New, streamlined policy

Admins and moderators
We're not a big enough group at the moment for the formal council to be in effect. I, Mutt, am admin. All the old hands have moderation access should they desire it, and can probably help with any queries from newer members, but as far as authority, titles and pecking order goes, for practical purposes there isn't any.

Newbies
If they want in, post for a few days straight in the application area, seem to understand the rules and there aren't any severe objections, they get in.

Newbies will be encouraged to jump in at the inn but can get straight into non-War storyboards and shorts if they want.
